White paper report on using nuclear reactors to search for a value of theta(13).

Abstract : An International Working Group has been meeting to discuss ideas for a new Nuclear Reactor Neutrino Experiment at meetings in May 2003 (Alabama), October 2003 (Munich) and plans for March 2004 (Niigata). This White Paper Report on the Motivation and Feasibility of such an experiment is the result of these meetings. After a discussion of the context and opportunity for such an experiment, there are sections on detector design, calibration, overburden and backgrounds, systematic errors, other physics, tunneling issues, safety and outreach. There are 7 appendices describing specific site opportunities.
